Arsenal and Liverpool have been scouting Atletico Madrid star Arda Turan for the past 10 games according to Eurosport.
Turan recently signed a contract extension with Atletico Madrid, keeping him at the Spanish side until 2017.
The Turkish international's release clause was increased from €24 million to €40 million as part of the new deal.
Turan had been closely linked with Arsenal and Liverpool during the transfer window following a statement released by his agent Ahmet Bulut.
"Arsenal and Liverpool? A destination in the Premier League would be to the liking of the player and I can confirm there are clubs interested, like the two mentioned," Bulut said.
"He is interested in working under Arsene Wenger and Arda wants to work in England."
Atletico have rejected all previous offers for Turan and the Turkish international has become an integral part of Diego Simeone's team.
Turan was signed from Galatasaray by the Rojiblancos in 2011 for €12 million making him the most expensive transfer to leave the Turkish Super Lig.
The 26-year-old was part of the Europa League as well as the Super Cup winning Atleti in 2011-12 and lifted the Copa Del Rey last season. The Atletico playmaker has three goals and four assists in 10 appearances this season.
Atletico are currently joint first with Barcelona in La Liga after winning all eight games played this season including the Madrid derby against cross city rivals Real Madrid.
The Madrid based club are also first in Champions League Group D with maximum points after winning both of their opening two matches.
